Appointed by
the national government, a National Guaranteeing Association (NGA) may
administer Carnets in one or multiple territories.
Each NGA is a
member of the World Chambers Federation (WCF) and the World ATA Carnet Council,
both divisions of the International Chamber of Commerce (ICC). WCF and the
World Customs Organization (WCO) manage the Carnet system worldwide.
