Strategies discussed included attention to job creation, reassessment of the distribution of international aid and action to increase investment. Mr. Peñalosa called human resource development “a necessary component of economic growth and high-quality employment in Africa.” He proposed that government, workers and employers cooperate to ensure that vocational training responds to the needs of the job market, noting that investors “are usually attracted by the availability of a high quality and well trained work force.”
In an address that opened the formal sessions of the summit, Mr. Somavia stated: “There is no poverty of effort in Africa; there is poverty of opportunity. Africa has a right to expect support for home-grown initiatives: preventing child labor, fighting HIV/AIDS, focusing on young people – the future of Africa.”
Mr. Peñalosa agreed that governments must act to control the spread of the HIV/AIDS in Africa, emphasizing "we must recognize the fact that business and other community efforts cannot replace those of governments."
